"Reporting from Washington -- Republican National Committee Chairman Michael S. Steele said Sunday that he would provide records from his 2006 [election, Maryland, United States] U.S. Senate campaign to the FBI in an effort to speed an apparent investigation into allegations of improper campaign spending." ... "Steele confirmed that his sister was recently contacted by FBI agents looking into allegations that his campaign paid a company she owned more than $37,000 in 2007 for campaign work that was never performed. The allegations were made by Steele's former campaign finance chairman in an attempt to gain a more lenient prison sentence after he was convicted of fraud in an unrelated case." ... "Alan B. Rush Limbaugh, Republican Leader."Republicans See Long-Term Victory in Defeat on Stimulus Plan." ... "GOP [GOP=Grand Old Party=Republican] Sees Positives In Negative Stand: Leaders Seize On Spending Issue." ... "After giving the package zero [Republican] votes in the House, and 0 with their [Republican] counterparts in the Senate likely to provide in a crucial procedural vote today only the handful of votes needed to avoid a filibuster, Republicans are relishing the opportunity to make a big statement. [Texas Republican Representative] Rep. Pete Sessions (R-Tex. [Representative-Texas]) suggested last week that the party is learning from the disruptive tactics of the Taliban, and the GOP these days does have the bravado of an insurgent band that has pulled together after a big defeat to carry off a quick, if not particularly damaging, raid on the powers that be." ... "And it means rallying to Rush Limbaugh, who has put himself forward as a de facto party leader, penning an op-ed article in the Wall Street Journal and accepting the on-air apologies of [Georgia Republican Representative] Rep. Phil Gingrey (R-Ga. [Republican-Georgia]), who criticized the radio host and paid for it in a deluge of angry calls." ... "[Republican National Committee chairman Michael S. Steele congratulated congressional Republicans in some of his first remarks as Republican chairman,] "The goose egg that you laid on the president's desk was just beautiful," he told them. "You and I know that in the history of mankind and womankind, government -- federal, state or local -- has never created one job. It's destroyed a lot of them."" ... "Steele's Campaign Spending Questioned: Agents Contact Sister After Ex-Aide's Claims." ... "Michael S. Steele, the newly elected chairman of the Republican National Committee, arranged for his 2006 Senate campaign to pay a defunct company run by his sister for services that were never performed, his finance chairman from that campaign has told federal prosecutors." ... "Federal agents in recent days contacted Steele's sister, a spokesman for Steele said yesterday." ... "The claim about the payment, one of several allegations by Alan B. Fabian, is outlined in a confidential court document. Fabian offered the information last March as he was seeking leniency for himself during plea negotiations on unrelated fraud charges." ... "Fabian's claims emerge as Steele begins his new role at the RNC [Republican National Committee], where he oversees the raising and spending of hundreds of millions of dollars in party money. The former Maryland lieutenant governor has faced questions about his handling of campaign money in prior elections and was twice fined for missing filing deadlines." ... "The recent allegations outlined four specific transactions. In addition to the payment to Steele's sister, Fabian said that the candidate used money from his state campaign improperly; that Steele paid $75,000 from the state campaign to a law firm for work that was never performed; and that he or an aide transferred more than $500,000 in campaign cash from one bank to another without authorization." ... "In one of his allegations, Fabian points to a February 2007 payment by Steele's Senate campaign of more than $37,000 to Brown Sugar Unlimited, the company run by Steele's sister, Monica Turner. Campaign finance records list the expense as having been for "catering/web services." Turner filed papers to dissolve the company 11 months before the payment was received." (1, 2, 3) -By Henri E. "In the [Maryland's] Prince George's County community of Riverdale Park, town officials have noted a distressing sign of the national economic downturn: more children left home alone to fend for themselves by working parents too strapped to afford child care." ... "The problem was discovered by code enforcement officers who inspect apartments in the town of 7,000. They used to come across such cases once every couple of years. Then, six months ago, they found one child left alone, followed by another and another." ... "Señor Smith: Low-wage Latino workers keep [Oregon Republican Senator] Sen. Gordon Smith’s family business humming. Not all of them are legal." ... "Up on a hill overlooking this Eastern Oregon town of 701 people, Smith Frozen Foods turns raw produce from the surrounding fields into ready-to-eat products." ... "Smith’s goods appear in grocery stores under other brand names. But in tiny Weston [Oregon], a water tank emblazoned with the capital letters S-M-I-T-H sits like a sentry greeting travelers on nearby Highway 11." ... "Gordon Smith, a United States senator from Oregon and the only Republican senator representing a West Coast state, has owned the plant his grandfather founded in 1919 for nearly 30 years." ... "“Son,” father Milan Smith once said, according to Gordon Smith’s 2006 memoir, “you can sell ice to Eskimos and coals to Newcastle.”" ... "Today, Smith Frozen Foods generates millions in income for the senator, according to Smith’s 2007 financial disclosure report." ... "And in this town, Smith’s wealth looms large, even though the 56-year-old lawmaker seldom visits and calls nearby Pendleton [Oregon] his home. According to the Center for Responsive Politics, Smith is the 12th-richest member of the U.S. [United States] Senate, with an estimated net worth between $8 million and $39 million—wealth that’s allowed him to buy a $3.5 million mansion in Bethesda, Md. [Washington], where most of Smith’s employees live. WW spoke to dozens of current and former Smith workers, Latino advocates, court personnel, public defenders, educators, police administrators, church officials, social service agents and business owners and determined that some portion of Smith’s workforce comprises undocumented immigrants." ... "It’s a revelation that may not be newsworthy around Weston, where most people this reporter interviewed knew, or assumed, that the agricultural processing plant hired illegal immigrants." ... "[Republican Federal Election Commission Chairman David] Mason notified [2008 Election Republican Presidential Candidate John] McCain that the commission had not granted his Feb. [February] 6 request to withdraw from the presidential public financing system." ... "By signing up for matching money, McCain agreed to adhere to strict state-by-state spending limits and an overall limit on spending of $54 million for the primary season, which lasts until the party's nominating convention in September. The general election has a separate public financing arrangement." ... "But after McCain won a series of early contests and the campaign found its financial footing, his lawyer wrote to the FEC [Federal Election Commission] requesting to back out of the program -- which is permitted for candidates who have not yet received any federal money and who have not used the promise of federal funding as collateral for borrowing money." ... "Mason's letter raises two issues as the basis for his position. One is that the six-member commission lacks a quorum, with four vacancies because of a Senate deadlock over [Republican] President Bush's nominees for the seats. Mason said the FEC would need to vote on McCain's request to leave the system, which is not possible without a quorum. Until that can happen, the candidate will have to remain within the system, he said." ... "The second issue is more complicated. It involves a $1 million loan McCain obtained from a Bethesda [Maryland] bank in January. The bank was worried about his ability to repay the loan if he exited the federal financing program and started to lose in the primary race. McCain promised the bank that, if that happened, he would reapply for matching money and offer those as collateral for the loan. While McCain's aides have argued that the campaign was careful to make sure that they technically complied with the rules, Mason indicated that the question needs further FEC review." ... "If the FEC refuses McCain's request to leave the system, his campaign could be bound by a potentially debilitating spending limit until he formally accepts his party's nomination. His campaign has already spent $49 million, federal reports show. "During the housing boom, the subprime industry succeeded at more than just writing mortgages. It also shot down efforts by some states to curtail risky lending to borrowers with spotty credit." ... "Ameriquest Mortgage Co. [ACC Capital Holdings], until recently one of the nation's largest subprime lenders, was at the center of those battles. Working with a husband-and-wife team of Washington lobbyists, it handed out more than $20 million in political donations and played a big role in persuading legislators in New Jersey and Georgia to relax tough new laws. Those victories, in turn, helped blunt efforts by other states to crack down on reckless lending, critics of the industry contend." ... "Home loans made by Ameriquest and other subprime lenders are defaulting now in large numbers, roiling global credit markets and sparking debate about whether regulators and lawmakers should have anticipated the mess and taken action. A close look at Ameriquest's lobbying and political donations shows how the subprime industry maneuvered to defeat legislation that might have contained some of the damage." ... "Data from federal and state campaign-finance records, Internal Revenue Service filings, and the National Institute on Money in State Politics show that from 2002 through 2006, Ameriquest, its executives and their spouses and business associates donated at least $20.5 million to state and federal political groups. In comparison, over the same time period, Countrywide Financial, another large subprime lender, gave about $2 million in campaign gifts, and spent an additional $6.7 million lobbying in Washington, records indicate." ... "Some of the giving by Ameriquest executives and associates was high-profile. [Republican] President Bush received more than $200,000 for his 2004 re-election campaign, and Ameriquest founder Roland Arnall and his wife, Dawn, contributed more than $5 million to political organizations that backed the president. Last year, [Republican] President Bush appointed Mr. Arnall ambassador to the Netherlands, and his wife took over as chairman of Ameriquest's parent company. California [Republican Governor] Gov. Arnold Schwarzenegger's campaigns received at least $1.4 million, along with stacks of tickets to a Rolling Stones concert that were used to lure big donors." ... "Last year, ACC Capital, its [Ameriquest Mortgage Company] parent company, agreed to pay $325 million to settle regulators' claims that it charged excessively high mortgage rates and didn't adequately disclose loan risks. Some of the state attorneys general who signed the settlement, including Greg Abbott of Texas, received campaign donations from the firm. Utah's attorney general, Mark Shurtleff, received a $1,000 contribution and Rolling Stones tickets." ... "Ameriquest also handed out Rolling Stones tickets to state legislators in Georgia, Maryland, Nevada, Oregon, Utah, Washington and California, according to ethics records and local news accounts." ... "Federal lawmakers didn't pose much of a threat to the subprime industry in recent years. Members of Congress received at least $645,000 in donations from Ameriquest and large sums from other big subprime lenders, Federal Election Commission records indicate." ... "ACC Capital, Ameriquest's parent company, and its executives gave more than $350,000 to Texas politicians in 2006, including $100,000 to [Republican Governor] Gov. Rick Perry, according to state records." -By Glenn R. Simpson -WSJ.com

"Intensifying his battle with Congress over federal spending, [Republican] President Bush on Tuesday vetoed an appropriations bill for the first time, rejecting $150.7 billion in spending for school aid, healthcare and other domestic programs." ... "But as he complained about the cost of that bill, which would have increased spending on these programs by 4.3% over last year, Bush signed a $471-billion defense appropriations bill that pushed up military spending by more than 9.5%." ... "And he urged Congress to quickly appropriate $196 billion for the wars in Iraq and Afghanistan." ... ""Congress' responsibility is clear: It should not go home for the Christmas holidays without giving our troops on the front lines the funds they need to succeed," Bush told business leaders in southern Indiana after excoriating Democrats for mismanaging the federal budget." ... "The president's veto and his complaints were greeted with derision by congressional Democrats, who were quick to point out Bush's six-year record of approving unbalanced budgets passed by Republican Congresses." ... ""It is patently absurd that President Bush, whose irresponsible policies instigated record budget deficits and added more than $3 trillion to the national debt, now wants to pretend that he is somehow an exemplar of fiscal responsibility," said House Majority Leader [and Maryland Democratic Representative] Steny H. Hoyer (D-Md.)." (1, 2) -By Noam N. Levey and James Gerstenzang -LAtimes

"At a press conference last Thursday, [Massachusetts Democratic] Congressmen Bill Delahunt (D-MA) and [North Carolina Republican] Walter Jones (R-NC) announced the introduction of House Joint Resolution 53, the Constitutional War Powers Resolution. Joined by co-sponsors [Texas Republican] Ron Paul (R-TX) and [Maryland Republican] Wayne Gilchrest (R-MD), the resolution attempts to curtail what some believe to be the expanding war powers wielded by presidents since the 1964 Gulf of Tonkin resolution[.]" ... "H. J. Res. 53 looks to modify the 1973 War Powers Resolution, itself a response to President's Nixon assertive stance as commander-in-chief, by requiring Congressional approval for military action that is not a direct result of attack. It also allows for greater oversight by Congress by providing avenues for judicial review and by permitting federal funding for action approved by Congress." ... "Speaking from the House floor on Saturday, Rep. Jones said "our Constitution states that – while the commander-in-chief has the power to conduct wars, only Congress has the power to declare war. Too many times this Congress has not met its constitutional duty of oversight and has abdicated its constitutional authorities to the executive branch."" -KCRG.com

"Senate Minority Leader [Kentucky Republican Senator] Mitch McConnell knew last week --at a time when he was denying it -- that his staff had sent e-mails encouraging reporters to look into the background of a 12-year-old boy used by Democrats to support expansion of a health-care program." ... "In an interview Friday with WHAS-TV reporter Mark Hebert, the Kentucky Republican said his staff had not been involved in trying to push reporters to look into the financial situation of the boy's family." ... "But McConnell's communications director, Don Stewart, said in an interview Monday with The Courier-Journal that he had told McConnell about the Oct. 8 e-mails sometime around Thursday, the day before the interview with Hebert." ... ""The initial e-mails sent by Stewart were aimed at alerting reporters that bloggers were raising questions about the boy, Graeme Frost of Baltimore [Maryland], and his family's financial circumstances. He backed off that claim in his subsequent e-mails, he said, based on a report from a blogger whom he respected." ... "Stewart said he informed McConnell of his personal role in the matter around Thursday." ... "The next day, Friday, Hebert asked McConnell about the e-mails. The exchange was broadcast Sunday night and again last evening." ... "Hebert asked the senator whether his office was attempting to get reporters to look into Frost's background." ... ""No," McConnell answered." ... "The senator was then asked, "What was the deal with the e-mail from your staffer?"" ... "McConnell replied: "There was no involvement whatsoever."" ... "The boy and his family's circumstances became an issue after he was recruited by the Democrats to respond to [Republican] President Bush's Sept. 29 radio address regarding the expanded health program, which Bush vetoed Oct. 3." ...
